The platform is most valuable before the emergency, not only during it. Preparation Mode is the core experience. Response Mode is its fulfillment.

The Emergency Profile belongs to the individual.
No institution owns a person's emergency profile. It is their data, maintained by them, shared only with their consent or in authorized emergency circumstances.

Preparation must be accessible to everyone.
The ability to prepare for danger is not a premium feature. Basic Emergency Profile creation must be available regardless of economic status. Complexity is the platform's problem, not the user's.
