No person, organization, AI agent, device, service, or other participant shall become a trusted participant in the PRESENCE Environment without first establishing identity through the Environment's Identity capability.

Capability Definition
The Identity Primitive is the authoritative identity layer of the PRESENCE Environment. It establishes, resolves, verifies, and recognizes participants across all Spaces — according to the doctrine set in PRES-ID-001. No manifestation within PRESENCE maintains its own authoritative user store. Identity is established once in the Environment and inherited everywhere that chooses to recognize it.

Verified across: identity establishment (3 participant types), duplicate prevention, resolution by prex_id/email/phone, trust stacking across multiple verifications, space-scoped recognition with policy context, deactivation with record preservation, and immutable event recording for every identity lifecycle action.
