Government emergency services are always called first.
PrexOne's first action is always to connect the user to the correct local emergency service. 1MLS activation is simultaneous — never a replacement for or a delay to the emergency call.

The user never needs to remember an emergency number.
Location determines the number. PrexOne handles routing automatically using the PREX Global Emergency Registry. This applies whether the user is at home, traveling, or in an unfamiliar country.

The registry is always available offline.
Emergency numbers and the Emergency Profile are stored locally on the device. If there is no network connection, the correct number is still dialed and the profile is still displayed.

Both actions are simultaneous, not sequential.
The emergency call and the 1MLS activation happen at exactly the same moment. No delay. No choice required from the user. One button press triggers both.

The registry is continuously maintained by PREX.
Emergency numbers change. Countries unify services. New regions are created. PREX maintains the registry as a sovereign institutional responsibility — it is never crowd-sourced or third-party dependent for critical updates.
